Any NPC that upgrades items can be located in the game. These NPCs are located in major questing areas, or capital cities. You can also find item-upgraders by visiting dungeons that have high-level bosses. You can also talk to NPCs in the garrisons of your faction.

Some upgraded items are only able to be rerolled if the original item was Unique, Rare or Epic. Some exceptional items are also eligible for rerolling, but their original stats will be replaced with a flat bonus. This means that rerolling a Rare item will result in a normal version of the same kind, while the rerolling of an Epic item will result in an Elite version of the same type.
